2 TUTORING: Instruction-Grounded Conversational Agent for Language Learners In this paper, we propose Tutoring bot, a generative chatbot trained on a large scale of tutor-student conversations for English-language learning. To mimic a human tutor's behavior in language education, the tutor bot leverages diverse educational instructions and grounds to each instruction as additional input context for the tutor response generation. As a single instruction generally involves multiple dialogue turns to give the student sufficient speaking practice, the tutor bot is required to monitor and capture when the current instruction should be kept or switched to the next instruction. For that, the tutor bot is learned to not only generate responses but also infer its teaching action and progress on the current conversation simultaneously by a multi-task learning scheme. - Open Science, Open Innovation? The Role of Open Access in Patenting Activity Scientific knowledge is a key driver of technological innovation, shaping industrial development and policy decisions worldwide. Understanding how patents incorporate scientific research is essential for assessing the role of academic discoveries in technological progress. Non-Patent References (NPRs) provide a useful indicator of this relationship by revealing the extent to which patents draw upon scientific literature. Here, we show that reliance on scientific research in patents varies significantly across regions. Oceania and Europe display stronger engagement with scientific knowledge, while the Americas exhibit lower reliance. Moreover, NPRs are more likely to be open access than the average scientific publication, a trend that intensifies when Sci-Hub availability is considered. These results highlight the transformative impact of Open Science on global innovation dynamics. By facilitating broader access to research, Open Science strengthens the link between academia and industry, underscoring the need for policies that promote equitable and science-based innovation, particularly in developing regions. 3 authors · May 21
- Behavioral Use Licensing for Responsible AI With the growing reliance on artificial intelligence (AI) for many different applications, the sharing of code, data, and models is important to ensure the replicability and democratization of scientific knowledge. Many high-profile academic publishing venues expect code and models to be submitted and released with papers. Furthermore, developers often want to release these assets to encourage development of technology that leverages their frameworks and services. A number of organizations have expressed concerns about the inappropriate or irresponsible use of AI and have proposed ethical guidelines around the application of such systems. While such guidelines can help set norms and shape policy, they are not easily enforceable. In this paper, we advocate the use of licensing to enable legally enforceable behavioral use conditions on software and code and provide several case studies that demonstrate the feasibility of behavioral use licensing.
